FCC Releases Public Notice Conditionally Approving 3.5 GHz ESC Operators

A Public Notice has been released announcing the conditional approval of the following four Environmental Sensing Capability (“ESC”) operators for the 3.5 GHz band: CommScope; Federated Wireless, Inc.; Google, Inc.; and Key Bridge Wireless LLC. ESC operators will manage a sensor system designed to detect the presence of federal incumbent radar transmissions in the 3550-3650 MHz portion of the 3.5 GHz Band and communicate that information to the SAS(s).

All conditionally approved ESC operators must submit proposed deployment plans as well as submit their systems for testing before final certification, which may include a public testing period, testing of protections for incumbent systems, and field trials. After testing is complete, each ESC will be subject to a trial period before receiving final certification.
