On June 21, 2018, the Wireless Telecommunications Bureau released an Order granting, in part, two separate requests to extend the comment cycle deadlines in the 2.5 GHz Notice of Proposed Rulemaking (“NPRM”) proceeding.
Although the requests asked for extensions of 45 days and 60 days, respectively, the Commission finds that a 30-day extension will provide parties with additional time to develop responses without resulting in undue delay.

The NPRM proposes to modernize and rationalize Educational Broadband Service (“EBS”) spectrum to allow for more flexible use. The NPRM seeks comment on establishing up to three local priority filing windows to allow applicants who demonstrate that they are physically located within the license area for which they apply to access 2.5 GHz spectrum. The NPRM also proposes to make any spectrum remaining after these priority windows available for commercial use through competitive bidding and also seeks comment on earlier alternative auction options.
