On August 2, 2018, in the Open Meeting, the Federal Communications Commission adopted a Notice of Inquiry (“NOI”) in the Promoting Telehealth proceeding, seeking comment on an experimental Connected Care Pilot Program (“Program”) that would promote access to telehealth services for low-income families, veterans, and those living in rural areas (FCC 18-112, WC Docket No. 18-213). The Commission seeks comment on improving access to telehealth services through the development of a Universal Service Fund (“USF”) pilot program focused on delivering health care services directly to patients.

The NOI seeks comment on the goals of the Program, how to best structure the Program and measure its effectiveness, and potential methodologies for gathering data and measuring progress. The NOI also inquires into the FCC’s legal authority to establish such a Program, the application process, eligibility requirements, and whether any existing laws require compliance or may act as barriers to the Program’s implementation.
