FCC Seeks Comment on 1675-1680 MHz Band NPRM & Order

On Monday, May 13, 2019, the Commission released the Notice of Proposed Rulemaking and Order adopted in the allocation and service rules for the 1675-1680 MHz band proceeding (WT Docket No. 19-116). The NPRM seeks comment on making additional spectrum available for new, non-federal flexible wireless use in the 1675-1680 MHz band, while the Order corrects non-substantial typographical errors in Section 27.53 of the Commission’s rules.

There were no significant changes made to the adopted item from the previously released draft, with the exception of adjusting the proposed qualifications for designated entity bidding credits by increasing the gross revenue period for small businesses from three years to five years (¶ 43). Additionally, regarding spectrum sharing and coordination, the NPRM clarifies that it seeks comment on coordinating “planned,” rather than “future,” federal earth stations (and generally replaces the term “future” with “planned” throughout the document).

On May 22, 2019, the Commission published the NPRM in the Federal Register thus establishing the following comment dates:
