On Thursday, March 19, 2020, the Commission released a Public Notice (“Notice”) announcing that the Commission has closed its current hand-delivery filing location at FCC Headquarters: Open Window Counter, 445 12th Street, S.W., Room TW-A325, Washington, D.C. 20554. The closure is consistent with the Commission’s guidance from March 12, 2020, announcing that it is prohibiting visitors into its facilities without clear operational necessity and special permission from the Office of Managing Director.
The Notice states that outside parties should take full advantage of the Commission’s electronic filing systems for filing applicable documents and specifies that except when filers request that the materials be withheld from public inspection, any document can be submitted electronically through the Electronic Comment Filing System (“ECFS”). If paper filings are necessary, such as confidential filings, the Commission encourages parties to consult the current guidelines for paper filings and send them via mail. All USPS First Class Mail, Express Mail, and Priority Mail should continue to be sent to FCC headquarters at 445 12th Street, SW, Washington, DC 20554.
Any party that is unable to meet a filing deadline due to the closure can request a waiver of the applicable deadline, to the extent such a waiver is permitted by law. The closure will remain in effect for the foreseeable future to help protect the health and safety of the Commission’s employees during the coronavirus pandemic.
