On Wednesday, April 29, 2020, the Wireless Telecommunications Bureau (“WTB”) released a Public Notice (“Notice”) announcing 100% electronic filing capability for license applications in the Wireless Radio Services. ECFS will now accept Special Temporary Authority (“STA”) applications in certain market-based services, sublease applications, and multi-step transactions.
This non-docketed ECFS filing solution exclusively for these limited categories of applications in an effort to provide a complete electronic filing solution for licensees and applicants considering the current COVID-19 pandemic. Instructions for completing non-docketed ECFS filings for these class of filings can be found here.
Applicants can begin using ECFS to file these special categories of applications effective April 29, 2020. A courtesy copy of any application(s) with an urgent filing deadline may be sent to [email protected]. Per Section 1.913(b), applicants must now electronically file all applications in the Wireless Radio Service. The Commission establishes a 90-day transition period for users to adjust to the new requirement and become familiar with the ECFS filing system. On July 28, 2020, the ECFS solution will become mandatory for filers and any manually filed applications delivered after 4 p.m. on July 27, 2020, will be dismissed without prejudice.
