FCC Announces C-band Clearinghouse Selection Criteria

On June 8, 2020, the Wireless Telecommunications Bureau (“Bureau”) released a Public Notice announcing that it has received a Request for Proposal (“RFP”) from the Clearinghouse Search Committee containing the selection criteria and filing instructions for proposals for the position of Relocation Payment Clearinghouse (“Clearinghouse”) in the C-band transition (GN Docket No. 18-122). As you may recall, the C-band Report and Order provided for the creation of a neutral, independent Relocation Payment Clearinghouse to oversee the cost-related aspects of the transition, including collecting relocation payments from new 3.7 GHz Service licensees and distributing those payments to incumbents.

 

Entities seeking to act as the neutral, independent Clearinghouse must file proposals in accordance with the requirements outlined in the RFP, electronically with the search committee by June 29, 2020. The FCC-established deadline for selection of the Clearinghouse by the search committee is July 31, 2020. In the event that the committee fails to select a Clearinghouse by this date, a reduced search committee will have until August 14, 2020, to select a Clearinghouse.
