On August 6, 2020, the Wireline Competition Bureau (“Bureau”) released a Public Notice announcing the application window for the PR-USVI Stage 2 fixed competitive process. The window is open as of Thursday, August 6, 2020 and will close on Thursday, September 3, 2020 at 6:00 PM ET. The Public Notice includes copies of the Stage 2 Fixed Support Application Form (“FCC Form 5634”), instructions for completing the FCC Form 5634, and formatting information for FCC Form 5634. The Bureau also released an additional Public Notice announcing an updated list of the eligible minimum geographic areas and associated annual reserve prices, and location counts for Stage 2 fixed support, as directed by the Bureau’s concurrent Order on Reconsideration and Order. Through the three-step process set forth in the PR-USVI Stage 2 Order PR-USVI Stage 2 Order for recalculating reserve prices, the Bureau establishes a high-cost threshold of $28.58 per-location per-month for Puerto Rico and $23.34 per-location per-month for the U.S. Virgin Islands, and a reserve price for each geographic area in proportion to the support amounts calculated for each census block within that area.
