Chairman Pai Releases WEA Requests – ATIS, Qualcomm, CTIA

On September 10, 2020, Chairman Pai released three letters regarding Wireless Emergency Alerts (“WEA”).  All letter recipients must file responses to Chairman Pai’s requests by October 1, 2020.

  • The letter to the Alliance for Telecommunications Industry Solutions (“ATIS”) requests that ATIS further improve its WEA standards by tasking its Wireless Technologies Systems Committee to create best practices for setting the permissible values for wireless providers and equipment manufacturers to use as parameters for enhanced WEA geo-targeting, particularly when mobile devices are in motion.  Chairman Pai also asks ATIS to invite representatives from the public safety community to participate in developing these best practices.
  • The letter to Qualcomm requests that Qualcomm re-confirm its commitment to the Commission that all Qualcomm-enabled 5G devices currently sold, and to be sold, in the United States will support enhanced WEA geo-targeting.
  • The letter to CTIA requests that CTIA update the Commission annually, beginning July 2021, with the wireless industry’s estimates of current and projected market penetration rates of mobile devices that support enhanced WEA geo-targeting.

Additionally, Lisa Fowlkes, Chief of the Public Safety and Homeland Security Bureau (“Bureau”), released a blog post on the latest developments in WEA.
