OMB Approval of Combat Illegal Robocalls Second Report and Order Sections Announced

On June 4, 2021, the FCC published in the Federal Register OMB approval of certain rules adopted in the Second Report and Order in the Call Authentication Trust Anchor matter (WC Docket No. 17-97), thereby announcing their effective date.  The following sections are effective June 4, 2021:

  • Section 64.6303(b) (“Instruction 6”), which requires providers to maintain and provide on request documented proof that the provider is working to develop a non-internet protocol caller ID authentication solution or is actively testing a solution; and
  • Section 64.6305(b) and (c) (“Instruction 9”), which require providers to certify their status in implementing a robocall mitigation program once the Robocall Mitigation Database and portal is established, and implement associated obligations for intermediate/voice service providers tied to this certification.
