WCB Extends Recertification Waivers for Tribal Lifeline & ACP Subscribers

On January 30, 2023, the Wireline Competition Bureau (“WCB”) released an Order announcing that it would continue to waive the Lifeline recertification and reverification requirements for subscribers residing on Tribal lands through April 30, 2023, based on unique circumstances faced by Lifeline subscribers in those areas.  The waiver extension will prevent the de-enrollment of any subscribers who would otherwise have been required to certify their continued eligibility through April 30, 2023.

Additionally, the WCB waived the Affordable Connectivity Program (“ACP”) re-certification requirements for subscribers on Tribal lands who also participate in Lifeline, as many of these ACP participants rely on their Lifeline certification to qualify for the ACP.  Tribal households enrolled in both Lifeline and the ACP will be afforded time to demonstrate their continued eligibility for the ACP even if they do not pass Lifeline recertification.

The WCB reminds service providers that, despite the waivers, they remain subject to audits and investigations to determine compliance with ACP and Lifeline rules and requirements.
