August 3, 2023 Weekly Wireless Wrap-Up

Good afternoon from Washington, DC!  Below you will find this week’s Wireless Wrap-Up; your update on the wireless telecommunications regulatory landscape, important wireless decisions, and more!  Here is your wrap-up:

  • FCC OPEN MEETING
    • This morning, the FCC held its August Open Meeting. The Commission considered three items, including a Notice of Inquiry on advancing understanding of non-Federal spectrum usage.  For more information and to view a copy of the Agenda, see our post here.
  • CUSTOMER PROPRIETARY NETWORK INFORMATION
    • On 7/28, the FCC released a Notice of Apparent Liability (“NAL”) proposing a $20 million forfeiture against Q Link Wireless and Hello Mobile Telecom for violations of the FCC’s Customer Proprietary Network Information (“CPNI”) rules.   • 42 GHZ
    • On 7/31, the FCC published in the Federal Register the Notice of Proposed Rulemaking seeking comment on the shared use of the 42-42.5 GHz Band. Comments are due by August 30, 2023 and replies are due by September 29, 2023.  For more information and to view a copy of the notice, see our post here.
  • ROBOCALLS
    • On 8/1, the FCC released a Public Notice notifying all US-based voice service providers that a cease-and-desist letter had been issued to One Owl Telecom Inc. (“One Owl”), an entity related to One Eye LLC and Illum Telecommunications Limited. The Notice also informs providers that if One Owl fails to mitigate the identified traffic in the letter, then downstream providers could block One Owl’s traffic without liability under the Commission’s rules.  For more information and to view a copy of the Notice, see our post here.
  • INTERNATIONAL SECTION 214 REFORM
    • On 8/1, the FCC published in the Federal Register the Notice of Proposed Rulemaking (“NPRM”) seeking comment on changes to the FCC’s international section 214 regulatory scheme.
