On January 25, 2024, the Wireline Competition Bureau (WCB) released a Public Notice seeking comment on utilizing the Broadband Data Collection’s (BDC) Broadband Serviceable Location Fabric (Fabric) to update and verify compliance with certain high-cost program support recipients’ deployment obligations. Specifically, WCB proposes to use the Fabric as the data source to revise and verify deployment obligations for the following high-cost support programs: RDOF, A-CAM I and II, Bringing Puerto Rico Together Fund, the Connect USVI Fund, and the Alaska Plan.
The Fabric would be used to identify the actual number of residential and small business units in each high-cost support recipient’s service area, which would be the number of high-cost eligible locations in the recipient’s service area. The FCC seeks comment on this proposal, when the Fabric should be consulted to determine deployment obligations for each program, and how to handle discrepancies in the number of locations reported by the Fabric versus the number of locations the original model for the program calculated, among other things.
