FCC Removes Various Entities From Robocall Mitigation Database

On February 22, 2024, the Enforcement Bureau (“Bureau”) released two Orders removing 13 entities from the Robocall Mitigation Database (“Database”) due to failure to cure deficient certifications.  These entities are prohibited from re-filing a Database certification without a determination from both the Wireline Competition Bureau and the Bureau that all deficiencies or shortcomings in the applicable Certification have been addressed or resolved.  These Orders also trigger certain obligations for all intermediate providers and voice service providers, as described below.

Affected Entities:  The following entities are subject to removal from the database (asterisks indicate foreign voice service providers):

  6. Textodog Inc. dba Textodog and Textodog Software Inc. [Canada]*
  7. Phone GS [France]*
  8. Computer Integrated Solutions dba CIS IT & Engineering,
  9. Datacom Specialists
  10. DomainerSuite, Inc.
  11. Evernex SMC PVT LTD [Pakistan]*
  12. Humbolt Voip
  13. My Taxi Ride Inc [unknown foreign origin]*

Intermediate Provider & Voice Service Provider Obligations – Effective Today:

  • Must cease accepting all calls directly from the listed foreign service providers that use U.S. North American Numbering Plan (“NANP”) resources in the caller ID field to send voice traffic to residential or business subscribers in the United States.
  • Must cease accepting all calls directly from the listed domestic service providers.
  • Downstream providers may not block emergency calls to 911 and must take reasonable efforts not to block calls from public safety answering points (“PSAPs”) and government emergency numbers.
