FCC Releases Public Notice for Petition for Reconsideration filed by ATIS

On May 15, 2024, the Public Safety and Homeland Security Bureau released a Public Notice regarding a Petition for Reconsideration filed by Alliance for Telecommunications Industry Solutions (“ATIS”) regarding the Network Outage Reporting System (“NORS”) and Disaster Information Reporting System (“DIRS”) rules adopted by the Commission in January 2024.

Specifically, ATIS requests the Commission to:

  1. Clarify the application of its waiver of NORS filings during DIRS activations to pending and ongoing NORS filings to the Commission’s Public Safety Answering Points (“PSAPs”) and 988 Suicide & Crisis Lifeline notification requirements, and to clarify that the waiver applies to both DIRS and DIRS-Lite activations; and
  2. Reconsider its requirements that the final DIRS report includes the estimated dates by which unresolved issues regarding providers’ equipment and issues shall be resolved and these reports be filed within 24 hours of DIRS deactivation.

Oppositions to the Petition for Reconsideration must be filed within 15 days of the date of publication of this Public Notice in the Federal Register.

Replies to an Opposition must be filed within 10 days after the time for filing Oppositions has expired.
