On November 13, 2024, the FCC published in the Federal Register the Report and Order (“R&O”) requiring all wireless handset models offered for sale or use in the United States after a transition period to be fully hearing-aid compatible (“HAC”).
The R&O is effective December 13, 2024, except for those provisions that are delayed. The FCC has established a number of compliance dates, some of which differ based on whether they apply to a nationwide provider, a non-nationwide provider, or a manufacturer.
- December 13, 2024 – In-store testing of hearing aid-compatible handset models will be required (47 C.F.R. § 20.19(c)(7))
- June 12, 2028 – Non-nationwide service providers must ensure 100% of their handsets are HAC compliant as defined in the FCC’s rules.
The delayed provisions include:
- The labeling and disclosure requirements (47 C.F.R. § 20.19(f))
- The updated website requirements (47 C.F.R. § 20.19(h))
The FCC will announce the compliance date of the delayed provisions in a future Public Notice following OMB approval.
