WTB Seeks to Supplement the Record on the Proposed Reallocation of the 1675-1680 MHz Band

On January 8, 2025, the Wireless Telecommunications Bureau (“the Bureau”) released a Public Notice seeking additional comment on a proposal to reallocate the 1675-1680 MHz frequency band for shared use between incumbent federal operations—used primarily by the National Oceanic and Atmospheric Administration (“NOAA”) for satellite data and weather balloons—and non-federal fixed or mobile operations.  The proposal was initially outlined in a 2019 Notice of Proposed Rulemaking (“NPRM”), which included provisions for competitive bidding, service rules, and technical guidelines.

Since then, NOAA, through NTIA, has provided follow-up reports, including a 2024 update, concluding that shared use of the spectrum is technically feasible under certain conditions.  To ensure an updated record, the Bureau is inviting stakeholders to review the existing record and submit additional comments.

The Bureau also seeks additional feedback on the NPRM’s Initial Regulatory Flexibility Analysis (“IRFA”), which examined the potential impact of the proposal on small entities.
