FCC Publishes Eighth Robocall R&O in Federal Register

On March 24, 2025, the FCC published the Eighth Report and Order modifying existing call blocking rules, in the Federal Register.  As discussed below, this Order (1) requires all domestic voice service providers to block based on a reasonable do-not-originate (DNO) list; and (2) requires voice service providers to return Session Initiation Protocol (SIP) code 603+ when calls are blocked based on reasonable analytics.  Today’s publication establishes the following Effective Dates:

  • March 25, 2026 – Voice service providers are required to return SIP code 603+ (47 C.F.R. § 64.1200(k)(9)).
  • TBD – Delayed, will be effective 90 days after OMB Approval – Voice service providers will be required to block calls based on a reasonable DNO list (47 CFR 64.1200(o)).  A document announcing OMB approval and the effective date will be published in the Federal Register at a later date.
