FCC’s Enforcement Bureau Releases Order Removing 185 Companies from RMD

On August 6, 2025, the FCC’s Enforcement Bureau (Bureau) issued an Order removing 185 companies from the Robocall Mitigation Database (RMD) due to deficient filings – a list of the affected companies is attached to the Order as Appendix A.  As a result of this removal, all intermediate and voice service providers must cease accepting calls directly from the identified entities within two business days of the Order’s release.

The Order explains that these companies failed to submit updated robocall mitigation plans and required certification information by the February 26, 2024 deadline, despite being given additional opportunities to comply, including the December 2024 Order that listed over 2400 providers as deficient.  The Bureau noted that many of these companies were also suspected of transmitting illegal robocalls or failing to respond to traceback requests.  Going forward, these companies may not refile in the RMD without prior approval from both the Enforcement Bureau and the Wireline Competition Bureau.  The FCC reiterated the critical role of accurate and timely RMD certifications in protecting consumers and enforcing robocall mitigation requirements.
