On January 22, 2026, the Wireline Competition Bureau (“WCB”) released a Public Notice announcing that the Office of Management and Budget (“OMB”) approved the information collection associated with the requirements adopted in the Robocall Mitigation Database (“RMD”) Report and Order, a summary of which is included in the email chain below. The Public Notice advises that voice service providers with a RMD filing obligation (“Providers”) are required to comply with the following:
- Annual RMD Recertification – Providers are required to recertify the truthfulness and accuracy of their RMD filings by March 1, 2026, and annually on March 1 thereafter. The recertification filing window for the 2026 filing will open February 1, 2026. The RMD Filing Instructions have been updated to reflect the submission of annual recertifications (see Section III(c)): https://www.fcc.gov/sites/default/files/rmd-instructions.pdf.
- CORES Information Updates – Providers are required to update any information submitted in the Commission Registration System (“CORES”) within 10 business days of any change to that information beginning February 5, 2026. As a reminder, a 10-business-day update requirement already applies to information in the RMD.
In addition, the Public Notice announces the following:
- Guidance and Filer Education – WCB has developed a “Frequently Asked Questions” document to (i) “provide filers that meet the definition of ‘foreign voice service providers’ with interpretive guidance as to how to complete the RMD certification form so that such filers can consistently identify themselves as foreign providers in their RMD filings”; and (ii) “clarify how providers’ obligation to certify whether they have been the subject of a previous robocall investigation or enforcement action applies to affiliates and principals.”
- Reporting Mechanism for Deficient Filings – WCB has established an email address ([email protected]) that “stakeholders can use to report to the Commission deficient filings in the RMD.” WCB “has not established specific reporting content and format requirements at this time,” but advises that “submissions will be most helpful if they include the business name, FRN, and RMD number associated with a filing, and a brief description of the alleged deficiency.”
- Multi-Factor Authentication – WCB announces that “multi-factor authentication has been established for RMD access.”
- Base Forfeiture for RMD Filings – The following base forfeiture amounts are effective February 5, 2026: (i) $10,000 for “each violation for filers that submit false or inaccurate information to the RMD”; and (ii) $1,000 “for failure to update the RMD within 10 business days for information that has changed.” The FCC also provides that these violations continue until cured; accordingly, forfeitures will be assessed on a daily basis up to the statutory maximum for continuing violations.
The RMD Report and Order also adopted a $100 application fee for “initial submissions and required annual recertifications in the RMD.” This provision is pending Congressional approval. The FCC will publish a notice announcing when this provision becomes effective.
