On June 30, 2026, the FCC published the Third Report and Order (“Order”) aimed at modernizing the Commission’s Disaster Information Reporting System (“DIRS”) in the Federal Register.
The Order is effective as of today, June 30, 2026, though compliance with certain provisions is delayed indefinitely, as noted below.
The following provisions are effective as of today, June 30, 2026:
- Final Reports: The obligation to file DIRS Final Reports is eliminated as of today, June 30, 2026.
- Non-Facilities-Based Provider DIRS Exemption: Non-facilities-based providers are exempt from DIRS reporting as of today, June 30, 2026.
The following provisions are delayed:
- Public Safety Voice & Broadband Providers DIRS Obligation: The new obligation requiring public safety voice and broadband network operators to begin reporting in DIRS (revised 47 C.F.R. § 4.18(c)) is subject to Office of Management and Budget (“OMB”) approval and will become effective no earlier than: (i) 30 days after the Public Safety and Homeland Security Bureau (“PSHSB”) announces OMB approval and that DIRS is ready to receive public safety voice and broadband network operators’ filings; or (ii) November 30, 2026.
- Revised DIRS Reporting Requirements: The rule codifying the types of information that providers are required to report in DIRS (revised 47 C.F.R. § 4.18(a)) is subject to OMB approval. The Commission will publish a document in the Federal Register announcing the effective date of this provision at a later date. As a reminder, this amendment does not impose any new reporting obligations on DIRS reporters, it merely codifies the existing DIRS reporting requirements.
- Other DIRS Streamlining Measures: The FCC recognized that additional time is necessary to implement the other DIRS streamlining measures adopted in the Order, including the creation of a dynamic form, the elimination of unnecessary fields, and the creation of a field to collect more granular location information. PSHSB will be working with stakeholders to implement/test technical changes to the DIRS system and will release a Public Notice announcing that the DIRS streamlining measures have been implemented and are effective.
