Infrastructure Investment & Jobs Act

One of the most significant recent developments in the telecommunications sector is the allocation of federal, state and local funds to finance the construction of broadband systems to close the severe digital divide that was made all the more evident during the COVID-19 pandemic.  The recently enacted bipartisan Infrastructure Investment and Jobs Act, allocates $65 billion to bring broadband service to unserved and underserved areas.  This allocation is added to funds previously authorized in the American Rescue Plan Act, and to additional funds set aside recently for the Rural eConnectivity Program (the “ReConnect Program”) administered by the Rural Utilities Service (“RUS”) in the US Department of Agriculture (“USDA”).  Broadband funds also are available from various state programs.  TLP has followed these developments closely and advising entities on how best to participate in this well-funded effort to make broadband services universal. We are available to counsel governmental entities as they design and implement programs to distribute the allocated funds and to advise prospective applicants seeking funds to extend service to unserved and underserved areas.
