Andrew joined TLP as an Associate Attorney in January 2024. He represents telecommunications, media, and technology industry clients on a wide array of transactional, regulatory, compliance, and policy matters, including privacy and cybersecurity, Universal Service programs, consumer protection, broadband deployment, emerging technologies, and a variety of Federal Communications Commission (FCC) and other federal agency rules and proceedings. Andrew regularly advises on compliance with existing rules, monitors and updates clients on ongoing proceedings and relevant industry or policy developments, assists with drafting filings with the FCC and other federal or state agencies, and helps on transactional matters such as certain mergers and digital infrastructure transactions. Andrew also holds a Certified Information Privacy Professional/United States (CIPP/US) certification from the International Association of Privacy Professionals (IAPP), the global standard privacy certification, equipping him with the expertise to navigate the rapidly evolving privacy landscape as it pertains to communications industry clients and has published an article in a reputable law journal on the international legal implications of combatting cyber intrusions to satellite systems.
Andrew is a graduate of Georgetown University Law Center, where he was an Executive Editor on the Georgetown Law Journal, a member of the Georgetown Entertainment and Media Alliance (GEMA) and Cyber Law Society, and a Research Assistant (RA) for a professor of intellectual property law. During law school, Andrew held positions at the Department of Justice’s Office of Information Policy, the Department of Commerce’s Office of Inspector General, and the Recording Industry Association of America (RIAA), granting him experience in a variety of legal topics, including contracts, technology transactions, copyrights, trademarks, data privacy, cybersecurity, international and space law, and administrative law and procedure. Prior to joining TLP, Andrew worked as an Associate Attorney at Lawler, Metzger, Keeney & Logan, where he gained extensive experience in legal research and writing, FCC regulations and procedures, digital infrastructure transactions, monitoring of policy and regulatory developments, and compliance counseling for telecommunications and technology industry clients.
