Helen is a highly experienced attorney who is currently Of Counsel to the Firm.  She advises domestic and international clients in the telecommunications industry on transactional matters and on regulatory matters before the Federal Communications Commission and state and local regulatory bodies.  Her experience also includes advising clients on telecommunications regulatory matters involving international regulators and multi-national organizations.  She handles a wide range of legal matters for telecommunications companies and large users of telecommunications services, including general counseling on international and domestic telecommunications ventures and project development; federal regulatory issues and spectrum allocation matters; regulatory policy advocacy at the FCC and on Capitol Hill; communications-related litigation before the FCC, federal courts, and state public utility commissions; and a wide range of other transactions including mergers and acquisitions, capacity and equipment contracts, debt and equity placements, intercarrier arrangements, and interconnection agreements.

Helen specializes in devising innovative, pragmatic approaches to furthering her clients’ objectives in regulatory and transactional matters.  While knowledgeable in all areas of telecommunications, she has a particular expertise in submarine cable, satellite, and other international telecommunications matters, and in matters relating to the implementation of new technologies and spectrum uses.  She is well-regarded not only for the quality of her legal work and the breadth and depth of her experience, but also for her responsiveness and attention to the unique perspectives and requirements of individual clients.
