FCC Reminds EBB Program Participants of Reimbursement Requirements

On August 20, 2021, the Wireline Competition Bureau and Office of Managing Director released a Public Notice reminding participating providers in the Emergency Broadband Benefit (“EBB”) Program of their obligation to apply the EBB discount to a customer’s account before the provider claims reimbursement for that discount and certify as such when submitting reimbursement claims.  Providers may not, for example, seek a reimbursement from USAC and then later provide the discount to the customer after they have received the reimbursement.  The Notice also reminds providers of the rules designed to prevent waste, fraud, and abuse including the rules regarding: household eligibility, election notice certifications and requirements, reimbursement document retention requirements, the EBB Program audit plan, and the EBB Program enforcement measures.
