Implementing Anti-Spoofing Provisions R&O Published in the Federal Register

On Monday, August 5, 2019, the Commission released the Second Report and Order in the Implementing the Anti-Spoofing Provisions of the RAY BAUM’s Act proceeding, which was adopted in the August Open Meeting on August 1, 2019 (WC Docket Nos. 18-335, 11-39).

The R&O takes the next step in the Commission’s multi-pronged approach to ending caller ID spoofing, by amending the Truth in Caller ID (“TCID”) rules to implement the amendments to § 227(e) of the Communications Act pursuant to the RAY BAUM’s Act. The rules are amended to encompass malicious spoofing activities directed at US consumers from international actors and reach caller ID spoofing using alternative voice and text messaging services.

There were no substantial changes made from the draft item to the adopted item.

On August 30, 2019, the Commission published the Second Report and Order (“R&O”) in the Federal Register announcing the February 5, 2020 effective date of the rule amendments.
