FCC Seeks Comment on 3.1-3.55 GHz Band NPRM

On Monday, December 16, 2019, the Commission released the Notice of Proposed Rulemaking (“NPRM”) in the Facilitating Shared Use in the 3.1-3.55 GHz Band proceeding, which was adopted in the December Open Meeting (WT Docket No. 19-348). The NPRM proposes to remove the existing non-federal allocations in the 3.3-3.55 GHz band and relocate incumbent non-federal operations out of the band for possible “expanded commercial wireless use,” a minor change in language from the draft item, under the MOBILE NOW Act.

The adopted NPRM adds that NTIA has identified the top 100 MHz in the 3.45-3.55 GHz band as the most promising portion for making new spectrum available for commercial use, and therefore the Commission expects that band to be the first priority. Otherwise, there were no significant changes made to the adopted version of the item.

On Wednesday, January 22, 2019, the Commission published the NPRM in the Federal Register therefore establishing the following comment dates:
