FCC Approves Amdocs and Federated Wireless SAS Administrator Certifications

On Monday, April 21, 2020, the FCC released a Public Notice (“Notice”) announcing that the Wireless Telecommunications Bureau (“WTB”) and the Office of Engineering and Technology (“OET”) have certified Amdocs, Inc. (“Amdocs”) as a Spectrum Access System (“SAS”) Administrator in the 3.55-3.7 GHz band (the “3.5 GHz Band”). As a result, Amdocs may make its SAS available for commercial use for a five-year term in the contiguous United States, Alaska, Hawaii, Puerto Rico, and Guam. In order to retain certification, Amdocs must (i) continue to demonstrate compliance with all current and future Commission rules and policies applicable to SASs on an ongoing basis; and (ii) protect current and future federal incumbent operations in and near the 3.5 GHz Band. Amdocs must make additional filings prior to (i) supporting PAL leasing; (ii) operating in areas outside of its certified area; and (iii) making substantive changes to its system.

In a separate Public Notice, WTB/OET announced that Federated Wireless, Inc. (“Federated Wireless”) has also been certified to operate as a SAS Administrator in the 3.650-3700 MHz band in American Samoa for a five-year term subject to ongoing compliance with the Commission’s rules and instructions. Federated Wireless was previously certified as a SAS administrator in the 3.5 GHz Band in the contiguous US, Alaska, Hawaii, Puerto Rico, and Guam.
