FCC Reminds Applications of Noncommercial Education FM Construction Application Window

On Monday, October 4, 2021, the Media Bureau issued a Public Notice that reminded applicants of the upcoming filing window for noncommercial educational (“NCE”) FM new station construction permit applications from November 2, 2021, at 12:01 am EDT, to November 9, 2021 at 6:00 pm EST.  The window is available for FM reserved band (channels 201-220) proposals.  The Bureau will strictly enforce the deadline; any applications submitted before November 2 or after 6:00 pm EST November 9 will be dismissed by public notice without further consideration.  Applicants are only permitted to file a maximum of 10 total applications during the window.  If a party is found to have submitted or have an attributable interest in more than 10 applications, the Bureau will retain the first 10 applications that were filed and dismiss the remainder.

As a reminder, only nonprofit educational institutions, governmental entities other than schools, and nonprofit educational organizations are permitted to apply for a NCE FM station during the window.  In addition, applicants will be required to certify that the NCE FM station will be used for the advancement of an educational program.  First time applicants are required to provide an attachment showing that they have an educational objective and that the station will be used for the advancement of an educational program.  For additional requirements, such as required financial certifications and site assurances, you can check the Procedures Public Notice.
