FCC Adopts Declaratory Ruling on Text Message Classification

On December 12, 2018, the Commission adopted the Declaratory Ruling on wireless messaging services in the December Open Meeting, clarifying the classification of text messaging services and denying requests of Twilio and other parties seeking to apply common carriage regulation to wireless messaging services. There were no significant changes made to the adopted version of the item from the draft release.
