December 1, 2022 Weekly Wireless Wrap-Up

Good afternoon from Washington, DC!  We hope you all had a safe and happy Thanksgiving!   Below you will find this week’s Wireless Wrap-Up, your update on the wireless telecommunications regulatory landscape, important wireless decisions, and more.  Here is your wrap-up:

  • BDC MAPS
    • On 11/18, the FCC released the pre-production draft of the National Broadband Map. The map displays fixed and mobile broadband availability on a location basis. For more information and for a link to the map, see our post here.
  • BROADBAND CONSUMER LABELS
    • On 11/17, the FCC released a Report and Order and Further Notice of Proposed Rulemaking that require providers to create broadband consumer labels with information on current broadband plans they offer. The rules apply to both fixed and mobile providers.  For more information and to view a copy of the item, see our post here.
  • ROBOCALLS
    • On 11/18, the FCC published in the Federal Register notice that the Office of Management and Budget had approved the gateway provider DNO-based blocking requirement that was adopted in the July 2022 Report and Order.   • 911 OUTAGE REPORTING
    • On 11/18, the FCC released a Report and Order adopting new 911 outage reporting requirements and harmonizing the 911 outage reporting requirements for both 911 service providers and originating providers. For more information and to view a copy of the item, see our post here.
  • RINGLESS VOICEMAIL
    • On 11/21, the FCC released a Declaratory Ruling finding that ringless voicemail is subject to the Telephone Consumer Protection Act and requires consumer consent. For more information and to view a copy of the item, see our post here.
  • WEA CYBERSECURITY
    • On 11/23, the FCC published in the Federal Register the Notice of Proposed Rulemaking seeking comment on updates the Emergency Alert System and Wireless Emergency Alerts to ensure the systems are secure against cybersecurity attacks. Comments are due on or before December 23, 2022 and reply comments are due on or before January 23, 2022.  For more information and to view a copy of the notice, see our post here.
  • EQUIPMENT AUTHORIZATIONS
    • On 11/25, the FCC released a Report and Order, Order, and Further Notice of Proposed Rulemaking amending the equipment authorization rules to prohibit authorization of equipment that has been identified on the FCC’s Covered List.   • AFFORDABLE CONNECTIVITY PROGRAM
    • On 11/23, the FCC released a Report and Order and Further Notice of Proposed Rulemaking establishing the Affordable Connectivity Program Transparency Data Collection, which will collect information on the price, subscription rates, and plan characteristics of the internet service offerings of ACP participating providers.   • DECEMBER OPEN MEETING
    • On 11/30, the FCC released the Tentative Agenda for the December Open Meeting, scheduled for December 21, 2022 at 10:30 AM. The Commission is tentatively scheduled to consider five items including a Notice of Proposed Rulemaking on location-based routing for wireless 911 calls and a Notice of Proposed Rulemaking on digital discrimination.  For more information and to view a copy of the Tentative Agenda and draft items, see our post here.
